UPCOMING OPENING FOR AN EXECUTIVE DIRECTOR POSITION WITH CRAWFORD COUNTY DRUG & ALCOHOL COMMISSION. CANDIDATE MUST BE HIGHLY MOTIVATED, POSSESS EXCELLENT COMMUNICATION SKILLS, STRONG MANAGEMENT SKILLS, ORGANIZATIONAL SKILLS, AND FISCAL KNOWLEDGE.
ROLES & RESPONSIBILITIES
. Administers the annual Comprehensive Drug & Alcohol Treatment & Prevention Plan.
. Ensures that drug and alcohol services required by Act 63 are available.
. Prepares and submits appropriate reports to the Department of Drug & Alcohol Programs.
. Develops in coordination with the Executive Commission Board of Directors, the annual comprehensive Drug & Alcohol Treatment & Prevention Plan for the county.
. Reviews and evaluates services and facilities to ensure compliance with established standards.
. Maintains liaison with governmental and private community services, agencies, & organizations and state-operated facilities.
. Prepares and submits the Annual Report to local authorities, the Executive Commission, and DDAP, which includes discussions of all activities of the program.
. Designates an appropriate person to act in their absence.
. Analyzes and evaluates drug and alcohol service needs in the county and recommends modifications and/or improvements to the Executive Commission.
. Assumes fiscal responsibility for the implementation of the annual Comprehensive Drug & Alcohol Treatment & Prevention Plan and overall budget within the Agency.
. Supervises the staff and all operations of the SCA functional unit.
. Negotiates and authenticates contracts, agreements, and payments for services and other appropriate documents.
. Performs other tasks, duties, or functions relating to the goals and services of the Executive Commission.
. Complies with the federal and state regulations on the confidentiality of alcohol & drug abuse patients as described in 45 CFR, Part 160 & 164, 42 CFR, Part 2, Act 63 and Act 126.
HEALTH CHOICES
. Serves on Board of Directors of the HealthChoices management partnership (NWBHP) as Crawford County SCA representative.
. Provides oversight of the management & operations of the managed care contract with the management care organization and with Southwest Behavioral Health Corporation, the day-to-day management agency.
. Provides coordination and facilitation of the HealthChoices program for Crawford County Drug & Alcohol programs by servicing on and participating in various committees.
. Reviews all policies and procedures of the Managed Care Organization and provides input as needed.
. Assists and trains staff and providers in HealthChoices service provision & coordination between SCA and HealthChoices.
. Maintains & coordinates the drug and alcohol treatment services of medical assistance & HealthChoices managed care system.
. Negotiates and sets rates for the SCA providers and assists and advocates for rates with the MCO.
. Develops and maintains policies and procedures for the case management and assessment and treatment unit for HealthChoices.
. Participates with the MCO-sponsored drug & alcohol committees to review services and need for revised or new services.
. Serves on HealthChoices' financial committees for oversight and readiness reviews.
. Provides speaking and training services regarding specific drug & alcohol services & managed care/HealthChoices.
. Other administration & management duties required in order to provide leadership to the HealthChoices' organizations and drug & alcohol service system.
Position Requirements
MINIMUM EDUCATION/TRAINING REQUIREMENTS:
. A Master's Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency; or Bachelor's Degree from an accredited college with a major as previously mentioned and four (4) years of professional experience as mentioned above.
